The best, most authoritative site for graduate and undergraduate level students considering study in the U.S., offering a good orientation to foreign nationals on all aspects of U.S. study - admissions, financial aid, visas, and other concerns. Maintained by the U.S. State Department's Bureau of Educational and Cultural Affairs.
eduPASS: The SmartStudent Guide to Studying in the USA
An excellent site for foreign students looking for general advice, Financial Aid and useful information such as the directory, Schools with Financial Aid for International Undergraduate Students, specific granting organizations, a section on Loans for International Students, advice on taxes, visas, health insurance, and more.
Not much on financial aid. However, contains much on school selection, plus some good essays about studying and academic life in the U.S. , which include So You Want to Attend Grad School in the U.S., Academic Life in the U.S. and Is the U.S. Right for You. American Association of University Women: International Fellowships
Offered to women who are not U.S. citizens or permanent residents for full-time graduate or post-graduate study or research. Also, there are supplemental grants for "community-based projects in the fellow's home country."
Funding for Non-citizens to Study in the UK
A site maintained by the British Council for overseas students looking for funding to study in the UK
Institute of International Education
Information on education, development and training, and exchange-related opportunities and scholarships, awards, and grants programs. Maintained by a long-standing professional exchange agency which, among other functions has administered the U.S. Fulbright exchange program.

This University of Iowa site offers information on external funding opportunities. By no means an exhaustive list.
DAAD: German Academic Exchange Service
Provides information on study and exchange in Germany, accompanied by a scholarship database which includes opportunities both in and outside this country.

Latin American Network Information Center: Scholarships, Grants and Loans
Offers a large number of links to Latin America agencies with education-related funding program information. There is are general "Regional" and "Hispanic/Latino" categories followed by a country-specific list, ending with a general resources list. Site is maintained at the University of Texas at Austin.
